The Black Panther Party’s Free Food Program

August 29, 2026

The federal government began experimenting with free breakfast programs for low-income schoolchildren in 1966, but by 1969, many children were still arriving at school hungry. In Oakland, the Black Panther Party responded by creating its own solution: the Free Breakfast for School Children Program. Beginning at St. Augustine’s Church, the program quickly proved successful and spread to churches, community centers, and other locations in cities with Panther chapters across the country. Volunteers served thousands of children nutritious meals before school, providing both food and a safe, supportive environment intended to help students arrive in the classroom ready to learn.

The breakfast program soon became one of the Black Panthers’ most visible community initiatives, drawing attention to gaps in existing government food programs. This People’s Free Food Program design was inspired by imagery appearing on posters at breakfast sites and on shirts worn by volunteers. Despite the program’s popularity, it also became a target of federal and local authorities. Efforts to disrupt it included raids on breakfast locations and attempts to undermine public trust, including the circulation of claims that food served by the Panthers was unsafe or poisoned.
